Marketplace Enrollment

Marketplace Enrollment refers to the number of individuals who have selected or been automatically re-enrolled into a Qualified Health Plan (QHP) through the Health Insurance Marketplace for a given plan year. This includes both new enrollees and returning consumers. The Marketplace provides health insurance options primarily for individuals and families who do not have access to employer-sponsored insurance, Medicare, Medicaid (a means-tested program), or other qualifying coverage. The marketplace is open to eligible individuals of any age, however, the majority of enrollments are among those under age 65, as most people 65 and older qualify for Medicare.

Note: Data may be suppressed when counts are low in number. Additionally, 20 states and the District of Columbia do not have data available here because they use their own State-Based Exchanges (SBEs) with separate reporting periods. These are: California, Connecticut, Kentucky, Maryland, Massachusetts, New York, Rhode Island, Vermont, Washington, Colorado, District of Columbia, Georgia, Idaho, Maine, Minnesota, Nevada, New Jersey, New Mexico, Pennsylvania, Virginia.

The Health Insurance Exchanges 2025 Open Enrollment Report summarizes data
on health plan selections through the individual Exchanges during the 2025 Open
Enrollment Period (OEP). This report includes OEP data for the 31 states with
Exchanges that use the HealthCare.gov eligibility and enrollment platform for the
2025 plan year, as well as for the 20 State-based Exchanges (SBEs) that use their
own eligibility and enrollment platforms.

Methodology

The 2025 Marketplace Open Enrollment Public Use Files (PUFs), published by CMS, provide summary data on health and dental plan selections across the 32 HC.gov states and 20 State-Based Exchanges (SBEs) during their respective open enrollment periods. Data were collected between October 15, 2024, and February 15, 2025, depending on the state, and include metrics on consumer demographics, plan characteristics, financial assistance, and enrollment trends. Analysis was conducted using downloadable CSV/Excel files, with data stratified by state, metal level, enrollment status, county, and ZIP code (for HC.gov states only).
